Goverment "Bailed" on checks

The Federal Goverment is making the switch over to electronic payments and bailing on the paper checks in the mail. If your in jail - remember that 510 Bail Bond can still bail you out in time to receive your electronic payment. Below are some of the details of the change:

How the changes in delivering Social Security and other government benefits will work:
Starting last year, new beneficiaries were required to electronically receive Social Security, veterans' benefits, railroad pensions and federal disability payments.

 By March 1, 2013, nearly everyone will be required to receive their payments electronically, mainly through direct deposit into a bank account.

 Those without bank accounts will be issued a Direct Express debit card, which will receive payments and can be used for purchases at retail stores and for cash withdrawals at ATMs.

 There will be no fees for debit card purchases but there will be fees for some ATM transactions.

 Beneficiaries who are age 90 or older won't be required to make the change. Others can apply for a hardship waiver but they will be granted only in "extreme, rare circumstances."

 The federal government issues 73 million benefit payments a month. About 90 percent of the payments already are done electronically, so about 7 million people will have to make the switch.

Fremont Bail Bonds

Rpt. #005- Originally called in as an 11-54 (suspicious vehicle,) Ofc. Gaziano contacts and arrests two adult females for being under the influence of drugs on Matthew Terrace. Booked into the Fremont Jail.

Rpt. #009. Warrant Service at Smart and Final. Ofc. Ceniceros conducts ped stop on an adult female and arrests her for an outstanding warrant. Booked into the Fremont Jail.
#027: A late-reported robbery. The 18 year-old victim called us at 1700 hrs to report that at around noon today he cashed his paycheck and walked toward home on Eggers. Two suspects confronted him and demanded his cash. They kicked and punched him several times, leaving visible injuries, before leaving with the money. Ofc. Lobue investigated.

#030: Burglary at 40600 blk Fremont Blvd. Sometime today unknown suspect(s) kicked open a locked door and gained entry. Two rooms were ransacked. Some cash and jewelry were stolen. CSO Allen investigated.

#032: Burglary at 3000 Mission View Dr. The reporting party is house-sitting for his in-laws and discovered that the home was burglarized some time this past week. Ofc. Tarango investigated.

#034: The clerk at C&C Liquors called to report that a male claiming to have a gun attempted to rob him. The clerk said the male was now next door at the 7-11 on Delaware. Ofc. Edwards was passing by as the call came out, and he immediately spotted the described subject at the 7-11. The male refused to follow commands and was telling the other patrons they couldn't leave. It appeared as if he wanted to run. Ofc. Edwards directed other officers in. After a few moments of indecision, the suspect, a 29 yr old male, made a run for it and was introduced to K-9 Timo. After the dust settled, we learned that although the suspect was screaming he had a gun, he never actually attempted to rob the liquor store. The suspect was sent to the hospital for the dog bite and a psychological evaluation.

The week of April 8-14, 2012 is "National Public Safety Telecommunicators Week". This is an opportunity to honor the women and men who serve as our Public Safety Dispatchers. They are the voice at the other end of the 9-1-1 call assisting a distraught caller and at the other end of the radio when police, firefighters, and medical personnel are responding to emergency situations. Often these "invisible" courageous professionals are the forgotten component of public safety.

Telecommunicators Week began in California in 1981 and quickly grew to national recognition. Just ten years later, Congress designated the second full week of each April as a time to remember the critical role that Dispatchers play in keeping us all safe.

If you've ever been the victim of a crime, been in a collision, reported a fire or needed emergency medical help, you've called 9-1-1 and been helped by a Telecommunicator, also known as a "Dispatcher". Not being visible or always recognized in the public eye, the critical role they play between the community and first responders is essential for every public safety call for service. Our Dispatchers are the direct link to our officers in the field. They monitor the radios, computers, phones, and more, answering thousands of calls from our community each year.

Please join us in conveying a BIG THANK YOU to the often heard but not seen "first of the first responders," our 9-1-1 Dispatchers and Call Takers.

Santa Rita Jail

Fremont Police Beat

The day started out fairly busy, with three 459 autos, Rpt #’s 003,005 and 011, the latter at Kaiser Hospital off of Stevenson where an alert citizen was able to scare the suspect away. SNARE initiated. Ofc. Ceniceros following up on leads.

CR #31: Late reported 459 PC Residential attempt 200 block of Junipero Co. Suspect’s were in the act of prying front door when they were interrupted by residents.

#053: "Female screaming for help" in the area of Seneca Park/Mayfair Park turned out to be drunk/distraught male. He claimed medical issues then challenged officers to fight as the ambulance arrived. He squared off with officers and was taken to the ground and arrested for drunk in public and transported to Santa Rita Jail. Investigation by Ofc. C. Tang.

#001: Vehicle vs light pole collision at Fremont/Mowry. A 2000 Honda was s/b Fremont Bl. and failed to negotiate the right turn to Mowry Ave. The Honda struck the light pole and air bags were deployed. Two of the four occupants fled. Front two were still on scene when police arrived. Both were transported to Eden Trauma as a precaution. Investigation by Ofc. Allsup.

#002: Fontana Apts. - A drunk male missed his apartment by one floor and tried to force his way into the wrong apartment despite the resident's yelling for him to go away. The resident called PD and we found the male laying on the floor in front of the unit. Officers observed a knife between the male's knees and held him at gun point/taser point until he could be taken into custody. Male made suicidal comments and was transported for evaluation. Investigation by Ofc. Macciola. Incident coordinated by Sgt. Fowlie. Later booked into the Fremont Jail.

Hand-held devices = serious crashes

Fremont Police Department To Hold Zero Tolerance –
Distracted Driving Enforcement Operation

Fremont, CA – As part of this month’s Distracted Driving Awareness Month campaign, the Fremont Police Department will be offering “zero tolerance” to those texting or operating hand-held cell phones during the month of April, 2012. Drivers who break the law and place themselves and others in danger will be cited. The current minimum ticket cost is $159, with subsequent tickets costing at least $279.

Distracted driving is a serious traffic safety concern that puts everyone on the roadway at risk. As a result, law enforcement across the state, including the Fremont Police Department are increasingly cracking down on cell phone use and texting. This April will see over 225 law enforcement agencies conducting zero tolerance enforcements.

Drivers who use hand-held devices are four times as likely to get into crashes serious enough to injure themselves. Younger, inexperienced drivers under 20 years old have the highest proportion of distraction-related fatal crashes. In addition, studies show that texting while driving can delay a driver’s reaction time just as severely as having a blood alcohol content of a legally drunk driver.

Studies show that there is no difference in the risks between hands-free and hand-held cell phone conversations, both of which can result in “inattention blindness” which occurs when the brain isn’t seeing what is clearly visible because the drivers’ focus is on the phone conversation and not on the road.

“Turn off your phone and put it out of reach as you get into the car,” said Christopher J. Murphy, Director of the California Office of Traffic Safety. “Think before you call or text someone. If there is a chance they may be driving, let it wait. It’s not worth it.”

Honk your horn - end up in a fight- needs Bail

Assault with a Deadly Weapon PC 245: Stevenson / Fremont Report #020: Officers Dispatched to a report of a fight at Stevenson and Fremont Blvds. Two 20 something year old males decided to get into it. The victim honked at the suspect as they exited 880 at Stevenson. The suspect took offense to this and followed the victim. They confronted each other and the suspect began to beat the victim. The victim’s elderly mother tried to come to her son’s aid but the suspect took the mother’s walking cane and beat the victim some more. Victim sustained minor injuries. The suspect went to jail for PC 245 (assault with a deadly weapon). Case investigated by Officer Perry. Booked into the Fremont Jail.
#028 - While patrolling the Mission Valley Shopping Center, Sgt. Fowlie was flagged down regarding a male subject walking down Mission Blvd intoxicated. The susbject was stopped and ultimately arrested for public intoxication and giving a false name. Booked into the Santa Rita Jail.

Pay to Stay in Jail?

Community: Coming Soon - "Pay to Stay" program at the Fremont Detention Facility.

On Tuesday, March 20th, Fremont City Council approved the creation of an alternative confinement "Pay to Stay" program at the Fremont Detention Facility.

The Fremont Police Detention Facility, located at 1990 Stevenson Blvd., was built in 2002. The jail is the largest Type 1 facility in Northern California, with an overall capacity of 96 inmates and is the only one constructed with a direct supervision floor plan. The maximum time an inmate can be held in this facility is 96 hours. Historically, the entire capacity of the facility has never been used, and capacity rarely exceeds 30 inmates at one time. The facility has five housing pods with a total of 54 beds. Because the facility is not used to its full capacity, Police Staff researched and proposed an opportunity to utilize beds for revenue in an alternative confinement (“Pay-to-Stay”) program.

A Pay-to-Stay program allows a sentenced misdemeanor defendant, at the direction of a judge, to serve his or her sentence in a local facility, for a charge, rather than in the county jail. The Fremont Detention Facility can offer a Pay-to-Stay program for a recommended charge of $155 per day plus a one-time
administrative fee of $45. No increase in staff is needed to provide this program and the only increase in expenditures would be meals and laundry at less than $10.00 per day per participant. Pay-to-Stay programs are common in Southern California, but are currently non-existent in Northern California. This program is one of the recommendations in the Council adopted work plan that resulted from the 2011 Strategic Sustainability Study.

We anticipate the program will formally begin in May. While initially opening the program only to defendants convicted in Alameda County, the City may choose to open this alternative confinement program to other counties as well, at some point in the future.

#120330029: At approximately 1530 hours, a group of protestors began to gather at the Fremont BART station to protest the shooting deaths of civilians in Afghanistan. When they reached a number of approximately 150 they walked to Walnut Plaza where they held a peaceful rally in front of the military recruitment offices. After the rally the group walked west bound on Mowry blocking all lanes of traffic. Members of the groups began to display aggressive behavior by yelling profanities and challenging officers. However, the group voluntarily turned around at State Street and walked back, east on Mowry. Once again they walked in the street blocking all lanes of traffic. The group eventually walked back to BART. Officers monitored the protest, however no arrests were made.

#120330031: Officers investigating a forgery at Wells Fargo Bank (Warm Springs) discovered two suspects working together at separate locations; both attempting to cash counterfeit checks. Officers Gonzalez and Mahboobi arrested two adults for forgery and burglary. They were booked into the Santa Rita Jail.

#037 00 Liquors: Officers were dispatched to a disturbance caused by a transient male near the store. Officer N. Johnson arrested an adult male for public intoxication and booked him into the Fremont Jail.

#005 Fremont Blvd & Central Ave: Officer Foster arrested an adult male for driving without a license and his DUI warrant during a traffic stop.

#008 Mowry Ave & 880: Officer Valdes arrested an adult male for public intoxication during his pedestrian stop.

#009 Backdoor Lounge: Officer Foster arrested an adult male for being under the influence during his pedestrian stop.

#042 Bonfare Market - Armed Robbery: At 2320 hours, a masked male robbed the clerk while holding a small silver gun. Described as an HMA 20s, 506, black ski mask, black jacket and black pants. Units checked the area with negative results.

#028 - Traffic Officers Aranguren and Austin investigate a road rage incident. One adult male is arrested for being unlicensed and DUI, as well has assault with a deadly weapon (vehicle). His adult male passenger is arrested for public intoxication.
#029 - Ofc. Soper/Lambert conduct a vehicle stop and arrest an adult male for drug possession.

April 1, 2012

#120401013 Officer Stone conducted a traffic enforcement stop and arrested an adult male for driving on a suspended/revoked license. The vehicle was towed.

#018 Officer Soper and Officer Lambert conducted a traffic enforcement stop on two subjects known to be on probation. An arrest was made for possession of drugs for sale.

#120401010 A citizen called to report he was detaining a suspect at gunpoint for attempting to steal his vehicle on Pennsylvania Ave. Multiple officers responded to this incident. Prior to arrival, the victim advised that his weapon was actually a BB gun. Officers arrived and determined that a man was trying to find a place to sleep, so he entered the victims vehicle. No arrests were made. Officer Francisco investigated this incident.

#120402002: Ofc. Gilfoy arrested an adult male for DUI.
